The Parliament Proposed to Set Salary Limits for Ukrainians

A draft law No. 14387 on a fair wage system in Ukraine has been registered in the Verkhovna Rada here, which provides for the introduction of unified rules for salary formation in the state, private, and public sectors. The initiative is aimed at reducing disparities in wages and establishing maximum income levels. This is reported by jurliga.ligazakon.net.

The authors of the document emphasize that the current wage system does not comply with the principle of equal pay for equal work enshrined in the Constitution of Ukraine, ILO Convention No. 100, and the European Social Charter. In practice, salaries for the same work can differ by tens of times, and there is actually no unified approach to assessing the complexity and responsibility of positions.

Salary Limits in Ukraine: What the Draft Law Proposes

The document provides for the creation of a unified wage architecture for all sectors of the economy. In the public sector, salaries are proposed to be determined through Executive and General tables that are to establish transparent and justified limits on annual remuneration.

In particular, it is proposed to:

  • introduce unified approaches to assessing the value of work

  • set maximum payment limits depending on the complexity and responsibility of the position

  • ensure balance between position levels and remuneration.

Limiting the Wage Disparity: Expected Effects

According to the explanatory note, the difference between the highest and lowest levels of the Executive table should not exceed 30%. According to the initiators’ estimates, this will allow to reduce the existing wage gap by at least 40-50% and make the wage system more predictable and fair.

The draft law consists of several structured sections that comprehensively regulate the issues of salary formation in Ukraine and aim to eliminate chaos in approaches to employee remuneration.
