In Russia, deputies have submitted a bill for year-round conscription into the army

According to glavcom.ua: In Russia, deputies proposed to change the system of conscription into the army by introducing year-round conscription. The corresponding bill has already been submitted to the State Duma. Russian soldiers will be conscripted into the army throughout the year if the law is passed. The consideration of the project is scheduled for autumn, as the current session of the State Duma will end on July 23.

In the new system, medical examinations, psychological evaluations, and meetings of conscription commissions will be conducted continuously. However, the dispatch of recruits to places of service will remain within two periods: from April 1 to July 15 and from October 1 to December 31, as determined by the president's decree.

The explanatory note notes that the current conscription system includes several stages, occurring twice a year, which creates excessive pressure on conscription commissions, doctors, and military institutions.

According to British intelligence, since the beginning of the full-scale invasion, the number of dead and wounded on the Russian side has exceeded one million people. In June 2025, the average daily losses of Russia were about 1,080 people, and the total for the month was 32,000 people.

Changes to the conscription system in Russia are being discussed, introducing year-round conscription due to the excessive burden on military institutions and medical workers. The new system involves continuous medical examinations and meetings of conscription commissions, with the condition of sending recruits to service during two specific periods of the year.
