Vinnytsia Launches Door-to-Draft Delivery: How Mobile Teams Operate

According to Главком: The city of Vinnytsia has initiated a program for the personal delivery of military draft summonses to citizens. Mayor Serhiy Morhunov signed the order authorizing this measure. To carry out the notifications, dozens of mobile teams have been formed and will operate across different types of residential areas.
Summons will be delivered in person, requiring a recipient's signature. If an individual refuses to accept the document, is not at their registered address, or other circumstances prevent delivery, team members will file a formal report and notify their superiors. Additionally, a postal notification system is in place: the city council's civil protection department will send registered letters requiring confirmation of receipt.
Mobile Team Structure
For efficient task execution, the mobile teams are organized based on residential area types:
- In starosta (local elder) districts, three teams will operate. Each will include a starosta representative, a specialist from the city council's civil protection department, and, with consent, representatives from the police and the Territorial Recruitment Center (TRC).
- In the city's private housing sector, 20 teams will work. Each team will consist of a representative from the block committee, police officers, and TRC staff.
- For apartment buildings managed by property companies, seven teams have been created. These will include a representative from the management company, police, and the TRC.
- For apartment buildings with homeowner associations (OSBB), one team is designated. Its members will be a representative from the department for OSBB development, an OSBB representative, and police with TRC personnel.
Furthermore, a new feature has been activated in the Reserve+ app, allowing users to sign up for an electronic queue at their local Territorial Recruitment Center. This initiative is part of Ukraine's nationwide mobilization effort, ongoing due to current security challenges. The door-to-door delivery system aims to ensure timely and effective fulfillment of mobilization duties while reducing the potential for confusion among the population. The introduction of new features in digital services like Reserve+ reflects an effort to streamline the notification process and enhance its efficiency under modern conditions.
