Ukraine Reimburses 25.9 Billion UAH in VAT for October, Totaling 202.4 Billion UAH Since Early 2026
VAT Refunds Processed in October and November
According to Мінфін: In October, Ukrainian taxpayers received VAT refunds amounting to 25.9 billion UAH. Previously, these payments were paused due to insufficient funds in the unified treasury account, as government spending prioritized security and defense, alongside salaries, pensions, and social benefits.
By November 5, an additional 5.6 billion UAH in VAT refunds had been disbursed for November. Since the start of 2026, the total VAT reimbursed has reached 202.4 billion UAH. According to Article 200, Clause 200.13 of Ukraine's Tax Code, approved VAT refund amounts are transferred within five business days after receipt by the Treasury.
The Critical Role of VAT Refunds for Ukrainian Businesses
Timely VAT reimbursements remain a vital support mechanism for businesses navigating Ukraine’s ongoing economic challenges. Despite the government's focus on funding defense and social programs, prompt VAT returns help companies maintain financial stability and continue operations.
This progress also reflects a gradual improvement in the state budget’s financial health, which could foster a more favorable business environment in Ukraine.
As the government continues to prioritize economic stability, recent discussions in the Verkhovna Rada highlight the need for an overhaul of VAT administration. This reform is seen as essential for unlocking macro-financial assistance and further enhancing the financial environment for businesses in Ukraine, reinforcing the importance of timely VAT refunds amidst ongoing economic challenges.
