According to Главком: Budapest has made it clear that a face-to-face meeting between Hungarian Prime Minister Péter Madár and Ukrainian President Volodymyr Zelenskyy can only take place once Kyiv meets specific demands concerning the Hungarian minority. Technical discussions between the two sides are currently underway, signaling a mutual desire to address bilateral issues.

Hungarian officials have stated they are prepared to enter a new phase of relations with Ukraine, but insist that restoring the fundamental rights of the Hungarian community in Zakarpattia remains a non-negotiable prerequisite. According to Prime Minister Madár, roughly 100,000 ethnic Hungarians live in the region, many of whom have been denied basic rights for years. The Hungarian government has explicitly linked progress on this matter to the opening of the 'Fundamentals' negotiation cluster in Ukraine's EU accession talks.

'A personal meeting between Péter Madár and Volodymyr Zelenskyy is possible if Ukraine fulfills the Hungarian side's demands regarding the resolution of the situation with the Hungarian minority in Ukraine.'

Since taking office, Hungary’s new government has also signaled a shift in its stance toward Russia. The Hungarian Foreign Ministry summoned the Russian ambassador following a massive strike on Zakarpattia on May 13. During a visit to Warsaw, Prime Minister Madár publicly recognized Russia as an aggressor and affirmed Ukraine’s right to self-defense.

It is worth noting that Budapest and Kyiv have already agreed to hold a round of consultations on bilateral relations, which could mark a significant step toward improved cooperation between the two nations.
