Ukraine’s EU Accession Talks Underway

During an intergovernmental conference held in Luxembourg, all 27 EU member states gave their unanimous approval to open the first negotiating cluster, known as Fundamentals. This milestone is particularly significant as Ukraine becomes the first country in the world to begin EU accession talks while actively engaged in a war.

The EU Membership Process

The path to EU membership is structured into three main stages:

  • The first stage involves implementing necessary reforms, a process that can take anywhere from 3 to 30 years.
  • The second stage focuses on finalizing the accession treaty, which typically requires up to one year.
  • The third stage entails ratification of the treaty by all EU member states, a step that usually spans one to two years.

The Fundamentals cluster is considered the most challenging of all, encompassing six critical areas: rule of law, fundamental human rights, public administration reform, economic criteria, democratic institutions, and financial control and statistics.
