According to ХВИЛЯ: On June 15 in Luxembourg, the European Union formally initiated the first cluster of accession negotiations with Ukraine. This milestone occurred during the second Intergovernmental Conference, which began at 7:00 PM Kyiv time behind closed doors. The initial cluster covers the fundamentals of the accession process, including justice, freedom, and fundamental rights. The EU took a similar step for Moldova.
Speakers at the conference included representatives from the Cypriot presidency of the EU Council, European Commissioner Marta Kos, and Ukraine's Deputy Prime Minister Taras Kachka. The presidency handed over the interim and final negotiation benchmarks-known as benchmarks-to Ukraine in the form of the EU's common negotiating position. The final document noted that only the wording regarding national minorities had changed compared to the previous draft.
Taras Kachka, presenting Ukraine's stance, confirmed agreement to meet the conditions, stating: 'in the form it exists today, as well as taking into account changes that will occur before our accession.'
The European Commission emphasized the significance of this process, declaring: 'Today we begin negotiations on the fundamentals of the accession process, particularly justice, freedom, and fundamental rights. We see how much effort these countries have put in, and we reward them with a clear path forward.' It also noted that 'enlargement is a strategic choice for the Union and the best investment in a shared future of peace, security, and prosperity.'
