Financing of Ukraine in December 2023

According to Мінфін: In December 2023, Ukraine received financing of about 200 million US dollars under the guarantees of the Government of Japan as part of the World Bank's SURGE project to strengthen fiscal management. This money has been allocated to the general fund of Ukraine's state budget and will contribute to improving the financial stability of the country.

The SURGE project and its significance

The SURGE project has been implemented in Ukraine since the end of 2024. Under this project, more than 876 million US dollars have already been allocated to the state budget. The World Bank has entered into agreements with Ukraine for over 1 billion US dollars within the framework of the SURGE program, of which 10 million US dollars is grant financing aimed at institutional reforms.

The Minister of Finance of Ukraine, Serhiy Marchenko, emphasized the importance of the SURGE project, noting that it is a crucial tool for strengthening institutional capacity and financial stability in Ukraine amid the war.

The received financing under the guarantees of the Government of Japan is an important step for Ukraine, as it will allow for a reduction in fiscal risks and ensure the stability of budget expenditures during a difficult period. The SURGE project, in particular, aims to support reforms that can significantly enhance the efficiency of public administration and contribute to the economic recovery of the country. This financing also illustrates international support for Ukraine amid ongoing military aggression and its commitment to implementing necessary changes in public administration.
