Defense Minister of Ukraine Meets German Chancellor Friedrich Merz

According to Рубрика — Політика: Ukraine’s Defense Minister Yevhen Khmara recently met with Germany’s Federal Chancellor Friedrich Merz to present a comprehensive list of military equipment urgently needed by Ukraine’s Defense Forces. The request specifically includes:

  • ammunition for F-16 fighter jets;
  • missiles compatible with IRIS-T and Patriot air defense systems.

The discussion also covered the evolving battlefield dynamics, Russia’s plans for increased mobilization, and emerging threats posed by rocket-powered drones and ballistic weapons. A key focus was placed on strengthening Ukraine’s air defense capabilities and enhancing allied cooperation.

Expanding Cooperation and Support Initiatives

Germany has committed to providing around €11.5 billion in aid to Ukraine in 2026, accounting for roughly one-third of all military assistance planned for this year. During the visit, the Ukrainian Defense Minister also participated in the Ukraine-Germany Business Forum, where five agreements were signed with German defense firms. Among these was a memorandum of understanding with Diehl Defence for procuring thousands of missiles, IRIS-T systems, and artillery shells. Additionally, a collaboration agreement was finalized with HENSOLDT for surveillance radar technologies.

Further arrangements include a partnership with Quantum Systems to test and acquire interceptors for rocket-propelled drones, as well as a contract to localize production of Ukrainian-made drones within Germany for use by the National Guard of Ukraine. An agreement was also reached between Alpha Robotics Germany and Ukraine’s State Emergency Service to cooperate on drone systems tailored for rescue missions. On the energy front, Ukraine’s Ministry of Energy and Naftogaz signed a memorandum with Siemens Energy Global, while Ukrenergo entered agreements with 50Hertz Transmission GmbH and Amprion GmbH.

President Volodymyr Zelensky highlighted plans for substantial purchases from Germany and the expansion of joint manufacturing ventures, stating:

"We will place many orders with our German partners. We have joint production and various collaborative projects underway. Importantly, today we received positive news about the testing of our new interceptor-a German-Ukrainian project called SPYS. The tests were successful. Thanks to Quantum Systems for their work." Volodymyr Zelensky

He also emphasized the importance of unique technologies to bolster Ukraine’s air defenses and confirmed plans to finance these efforts using the second tranche of the European credit, recognizing the significant investment involved.

It’s notable that Germany has recently approved a new comprehensive aid package exceeding €1.3 billion, which includes military hardware, support for Ukraine’s energy sector, and funding for the production of advanced interceptors designed to counter the "Shahed" rocket drones. Ukraine and Germany also signed an agreement to deepen cooperation in counter-drone measures. Chancellor Merz’s visit to Kyiv was unannounced and included a delegation from defense and energy sectors.

This meeting marks a crucial advancement in fortifying Ukraine’s defense capabilities amid ongoing Russian military aggression. Germany remains a pivotal partner, demonstrating its commitment to European security. The deepening ties between Ukraine and Germany in defense, energy, and technology sectors are expected to contribute significantly to regional stability and Ukraine’s ability to counter modern threats effectively.
