In return, Kyiv seeks funding for its defense industry and missiles for its Patriot air defense systems. These negotiations are proceeding concurrently with Ukraine's ongoing dialogue with the United States regarding access to advanced air defense technologies. This move highlights Ukraine's evolution from a recipient of aid to a provider of specialized military knowledge.

Ukraine's Ambassador to the U.S., Oksana Markarova, noted that Iranian drones have served as a strategic tool of aggression since December 2022. She emphasized that Ukraine provided expertise to Gulf countries at their request following phone conversations between President Zelenskyy and regional leaders.

“For Ukraine, it was truly important to demonstrate that we can offer not just a political stance, concern, or sympathy, but immediate actions and an immediate effect,” stated Oksana Markarova.

The Critical Need for Security Cooperation

Markarova highlighted a stark disparity in resources: Middle Eastern nations fired over 800 PAC-3 missiles in just three days during recent mass attacks, a quantity Ukraine has never had available at once throughout the entire full-scale war. She also stressed that these drones were deliberately designed and supplied to Russia for strikes on cities with the intent of killing civilians, rather than for frontline use.

“The same technology was used by Iran during the joint Israeli-American operation in Iran,” added Markarova.

The assistance package Ukraine offers includes practical help in drone defense, counter-drone tactics, interceptor drones, and unique combat experience. Furthermore, Kyiv is negotiating for defense industry financing, an exchange of drone technology with the U.S., and access to air defense missiles. Gulf states' reliance on PAC-2 and PAC-3 missiles for their Patriot systems underscores the timeliness and importance of this proposed collaboration.
