According to Главком: Following three weeks of intensive talks between experts from both nations, Ukraine and Hungary have finalized a deal to significantly expand the rights of the Hungarian minority in Ukraine. This breakthrough comes after a decade of failed attempts under Hungary’s previous administration. The agreement covers enhanced language, education, cultural, and political rights for the Hungarian community, which numbers in the hundreds of thousands.

Negotiations included representatives from the Hungarian community in Transcarpathia and local church organizations. Kyiv has pledged to quickly incorporate the agreed-upon changes into its national legislation. These commitments will be included in Ukraine’s action plan with the European Union. As stated by Peter Magyar,

“In three weeks, we achieved what Viktor Orbán and his team could not in ten years. We reached a comprehensive agreement with Ukraine on expanding the linguistic, educational, cultural, and political rights of the Hungarian minority.”

EU Integration Support and New Initiatives

Budapest is linking its backing of Ukraine’s EU integration to the implementation of this agreement. Hungary is willing to support the opening of the first negotiation cluster for Ukraine’s EU accession, but it does not endorse an accelerated process. Kyiv must complete the negotiation procedures and close 33 negotiation chapters within 10 to 15 years. Once negotiations conclude, Hungary will hold a nationwide referendum on supporting Ukraine’s EU membership.

Additionally, Hungary’s new government has lifted its two-year blockade on payments from the European Peace Facility. Budapest no longer objects to using this EU fund mechanism. As Peter Magyar noted,

“The Ukrainian government has committed to implementing the agreed measures into its legislation shortly, which will grant our compatriots in Transcarpathia significantly broader educational, cultural, linguistic, and political rights.”

This agreement has the potential to substantially improve bilateral ties between Ukraine and Hungary, especially regarding European integration. Expanding the rights of the Hungarian minority could be a key step toward enhancing internal stability in Ukraine and strengthening its position in dialogue with the European Union. In turn, Hungary’s support on EU integration matters could accelerate processes leading to Ukraine’s membership, albeit contingent on fulfilling the agreed commitments.
