Ukraine Signs Deal to Manufacture L119 Howitzers

Deal Reached for L119 Howitzer Production

According to ХВИЛЯ: Ukraine has finalized an agreement to produce the L119 light howitzer, a weapon originally designed by the British defense company BAE Systems. A Ukrainian arms manufacturer will begin assembling the L119, a lightweight artillery piece that can be towed to the battlefield or transported by helicopter. This howitzer is capable of firing shells up to a range of 17 kilometers. The move marks a significant step in strengthening Ukraine's defense capabilities.

The L119 howitzer is built from metal components including the barrel, breech mechanism, and hydraulic system. Ukraine will manufacture many of the parts for this weapon domestically. However, despite progress in local production, Western companies have historically struggled to establish arms manufacturing in Ukraine. Obstacles have included security concerns, risks of intellectual property theft, and a lack of investment.

Rheinmetall CEO Armin Papperger stated: 'Ukraine has not provided the necessary investments and orders.'

Interceptor Missiles and Drone Production

Separately, Ukraine is working on producing Patriot interceptor missiles. According to Ukrainian President Volodymyr Zelenskyy, obtaining a license to manufacture these missiles is a difficult challenge, as producing interceptors is far more complex than building howitzers. The United States tightly controls who is allowed to manufacture its high-tech weaponry. Former President Donald Trump promised Ukraine a license for Patriot missiles, but the issue remains unresolved.

Ukraine is also actively developing its production of drones and electronic warfare systems. In 2022, Turkish drone manufacturer Baykar announced plans to build a factory in Ukraine, which was expected to become operational within two years. However, the facility has not yet opened and has been hit multiple times by Russian strikes. These circumstances highlight the challenges facing Ukraine's defense industry under current conditions.

The L119 howitzer deal underscores Ukraine's efforts to build up its own defense industry, which is critical for its security amid the ongoing armed conflict. Yet, as shown by the hurdles in securing licenses for more complex weapon systems like Patriot missiles and difficulties in attracting investment, Ukraine's defense sector faces serious obstacles that still need to be addressed.
