According to Главком: On March 17, the Ukrainian delegation in Brussels received the European Union's conditions for the three final negotiation clusters required for membership. This marks the first time Ukraine has obtained the complete set of terms needed to join the EU. The country's technical readiness for accession is projected for 2027. This development is a major milestone in Ukraine's long-term strategic goal of European integration, which has gained significant momentum since the full-scale invasion.

The conditions delivered in Brussels cover clusters 3, 4, and 5. Cluster 3 involves competitiveness and inclusive growth, cluster 4 concerns the Green Deal and sustainable connectivity, while cluster 5 covers resources, agriculture, and cohesion policy.

'For the first time in history, Ukraine now possesses the full package of conditions that must be fulfilled for EU accession,' stated Yuliia Svyrydenko.

This follows the receipt of conditions for clusters 1, 2, and 6 in December. Those clusters deal with the fundamentals of the accession process, the internal market, and external relations, respectively. The document containing the March 17 terms has already been forwarded to the Verkhovna Rada (Ukraine's parliament) for further work on their implementation.

'We are confidently moving along the defined European integration path. The next steps are the successful closure of the clusters and the signing of the accession treaty, which will be the final step toward Ukraine's full EU membership. The government will continue to fulfill the accession conditions-implementing the necessary reforms, measures, and reporting to the EU,' added Svyrydenko.

Timeline and Next Steps

The opening of all negotiation clusters is expected to be completed by the end of 2026.
