Ukraine's Fast-Track Strategy for EU Membership
According to ХВИЛЯ: Ukraine is developing an accelerated plan to join the European Union, aiming to sign an accession treaty as early as 2027. To achieve this, the Ukrainian government proposes using the Cooperation and Verification Mechanism (CVM), a tool of strict monitoring. This ambitious timeline requires Ukraine's parliament, the Verkhovna Rada, to pass approximately 300 laws, which are grouped into thematic packages. The official roadmap targets completing work on the core criteria by the end of 2026.
Discussions between Ukraine and the EU are focused on the timeline and conditions for full membership. Vice Prime Minister for European and Euro-Atlantic Integration, Taras Kachka, noted that the idea of accelerated accession lacks support among many EU member states. Germany, in particular, has raised concerns about trust, stating that Ukraine must implement reforms before full membership can be seriously considered.
“Countries like Germany say: look, given that this is a supremely important issue for us, we need trust. So you will do your reforms, and we need a hypothetical 20 years for you to settle in, for us to be convinced that everything is working,” – Taras Kachka.
Ukraine's proposal to utilize the CVM, a mechanism previously applied during the integration of Romania and Bulgaria, is part of its strategy to reach its goal. The accession treaty could potentially be signed before all technical requirements are 100% fulfilled. However, subsequent work would continue in parallel with the ratification process by the parliaments of all 27 EU member states. Taras Kachka emphasized the critical role of international experts in building state institutions, which is essential for successful European integration.
“Now is the time to calm down and understand that involving international experts is necessary for joining the EU, for building this trust. This is not a question of distrust in us, it is not a question of control,” – Taras Kachka.
Challenges on the Path to Membership
Ukraine's EU membership remains a fundamental principle in peace negotiations and discussions about post-war reconstruction. However, EU ambassadors have already blocked a fast-track membership procedure, highlighting the complex process ahead. To meet its objective, Ukraine must focus on fulfilling EU demands, particularly in reforming its law enforcement system and anti-corruption strategy.
