Competitive Selection Process Planned for Ukraine’s Gambling Regulator Chief
Proposal for a Merit-Based Appointment System
According to Главком: PlayCity, the state agency overseeing gambling and lottery operations, has put forward a plan to introduce a competitive hiring process for its future director. The Ministry of Digital Transformation has backed this proposal and formally submitted a request to the government. If approved, the Ministry, together with the National Agency for Civil Service, will craft a specific set of competition rules.
Under the plan, independent experts would help shape the selection procedure. The next head of PlayCity will face the critical task of pushing forward market reforms, expanding digital oversight tools, and promoting responsible gambling policies.
Goals of the Initiative
This effort aims to boost the efficiency and transparency of gambling regulation in Ukraine.
Adopting a competitive model for appointing PlayCity’s leader could significantly reshape the country’s gambling sector. A transparent leadership selection process, combined with input from outside experts, may prove essential in building public trust in the institutions that oversee this industry. If successfully implemented, the move could also enhance Ukraine’s international reputation, signaling its commitment to accountable governance and responsible gambling regulation.
Reform must proceed free from political interference. It is therefore vital to establish mechanisms that ensure a transparent selection of the agency’s head-someone with the right expertise and experience-and guarantee the continuity of the changes already underway.
As Ukraine embarks on substantial reforms in its gambling sector, the collaboration between PlayCity and the Ministry of Digital Transformation is crucial. This initiative not only aims to enhance regulatory frameworks but also aligns with broader efforts to improve transparency and accountability in governance.
