Ukraine's 'Horizon' Digital Platform: A Two-Year Pilot to Modernize the Labor Market

Launch of the 'Horizon' Digital System

According to ХВИЛЯ: The Ukrainian government has initiated a two-year pilot project for a new digital platform named 'Horizon,' designed to digitize labor market interactions. This initiative is part of Ukraine's broader push to modernize public services and align with European standards. A central feature is the 'Horizon ID' personal digital profile, which will consolidate information on workers' skills and qualifications, standardized according to the European ESCO classification. The system's full-scale launch is scheduled for October 2026.

The project is a joint effort by Ukraine's Ministry of Economy and Ministry of Digital Transformation, with technical support from the State Employment Service. Participation for both job seekers and employers is entirely voluntary. Project coordinators state that

"creating registers of employable individuals and job vacancies will allow the state to see the country's real human resources potential in real-time."

Core Functions of the 'Horizon' System

One of the system's primary functions is intelligent job matching, which will analyze vacancies and suggest those matching a user's profile by 51% or more. Furthermore, artificial intelligence will provide educational advice, identifying skill gaps and recommending relevant training opportunities. Labor relations will also be managed via smartphone, enabling users to sign contracts, manage HR documents, or terminate agreements through the 'Diia' portal or app.

For employers, the new system will offer benefits including:

  • access to a registry of verified candidates,
  • automated personnel selection,
  • digital employee records, and
  • interactive, real-time labor market analytics.

If successfully implemented, 'Horizon' could serve as a foundation for future reforms in employment and education, aiding Ukraine's integration into the European labor market. The platform is thus positioned as a significant step in modernizing labor relations within the country.
