Ukraine's 2025 Luxury Vehicle Tax Revenue

According to ХВИЛЯ: Ukraine's State Tax Service has reported that revenue from the tax on luxury vehicles reached 249.8 million UAH in 2025. This figure represents a significant 13.7% increase, or nearly 30 million UAH, compared to the previous year's collections. This tax is a key revenue stream for the state budget, targeting high-value assets.

How the Luxury Vehicle Tax Works

The tax applies to both individuals and legal entities, including non-residents, who own eligible vehicles. To qualify, a car must be no more than five years old and have a value exceeding 375 times the minimum wage as of January 1st of the reporting year. The Ministry of Economy is responsible for compiling the official list of taxable models each year, with the updated list for 2026 expected to be published on its official website by February 1st.

Kyiv was the top contributor, generating 74.1 million UAH in revenue. The other leading regions in terms of tax payments were:

  • Dnipropetrovsk Oblast - 24.9 million UAH
  • Odesa Oblast - 20.9 million UAH
  • Kyiv Oblast - 18.5 million UAH

The rise in tax revenue from luxury cars may indicate an increase in the population's purchasing power and a growing number of vehicles that meet the taxable criteria. This growth provides the state with additional financial resources, which can influence budget planning for the following year. The timely update of the taxable vehicle list by the Ministry of Economy remains crucial, as it will directly impact the revenue generated from this tax in 2026.
