According to ХВИЛЯ: Ukrainian citizens who buy cars abroad and register them for the first time must now undergo an expert inspection. This new regulation aims to prevent the registration of vehicles with falsified identification numbers or unclear ownership histories. The vehicle examination is conducted by specialists from Ministry of Internal Affairs service centers, working alongside accredited experts.

How the Expert Inspection Works

During the inspection, experts verify the authenticity of the VIN code and cross-check it against official databases. The VIN is a unique 17-character code assigned by the manufacturer to every vehicle. This sequence encodes details about:

• the country of manufacture
• technical specifications
• the vehicle's production date
• the individual factory serial number

Experts also check that the numbers on key components-the body, chassis, and engine-match correctly, and look for signs of tampering with the vehicle's identification data.

The inspection team reviews the vehicle's documentation to confirm its history and legal origin, comparing the information against state registries and international databases. They also check whether the car is listed in stolen vehicle databases. The outcome can be either positive or negative. If the result is positive and no issues are found, the vehicle becomes eligible for state registration. A negative result-indicating inconsistencies, forgeries, or authenticity doubts-leads to a registration denial, and the case is referred to law enforcement.
