Ukraine Cracks Down on Spam Calls
According to Главком: Since October 2025, Ukrainian mobile operators have blocked 100,000 phone numbers used for spam and intrusive calls, as announced by the Ministry of Digital Transformation of Ukraine. Over a six-month period, carriers gained the authority to block suspicious calls based on specific criteria, marking a significant step in combating unwanted communications.
Three Ways to Report Spam
Users looking to report spam have three options:
- Contact your mobile operator directly. Here are the contact details for each carrier:
- Vodafone: via the mobile app, or call 111 or 0 800 400 111 within Ukraine, or +38 050 400 111 while roaming.
- Kyivstar: via the app, or call 466 or 0 800 300 466 (within Ukraine), or dial 105466# while roaming.
- Lifecell: via the app, or call 5433 or 0 800 20 5433 within Ukraine, or +38 063 5433 111 while roaming.
- Submit a complaint to the government hotline at 1545.
- File a report with the National Commission by completing a form on their official website.
The system identifies spam numbers based on a set of criteria. Numbers are blocked if they meet at least two of the following conditions:
- cannot be called back,
- use an automated answering machine,
- calls last less than one minute,
- the number is used only for outgoing calls,
- more than 50% of calls are made to different numbers,
- there are mass complaints from other users.
New mobile communication rules have now taken effect in Ukraine. Companies that call customers must have a signed agreement with an operator and use registered numbers. This is expected to reduce the volume of spam calls and improve the overall quality of communications for subscribers.
Blocking spam numbers and implementing new mobile regulations are key measures in Ukraine’s fight against intrusive calls.
