Ukraine's Campaign Against Russian Oil Infrastructure

According to Мін. Оборони: Ukrainian Defense Forces have executed a strategic campaign targeting Russia's oil sector, carrying out more than 40 strikes on related facilities since the start of the year. These operations are part of a broader effort to degrade Russia's military funding and logistical capabilities by hitting refineries, storage depots, and other key nodes in the oil and gas complex.

In January and February 2023 alone, Ukrainian strikes successfully hit 13 Russian oil refineries and associated facilities. Among the major refineries targeted were:

  • The "Ilsky" refinery in Krasnodar Krai
  • The "Slavyansk Eco" refinery in Krasnodar Krai
  • The "Volgograd" refinery in Volgograd Oblast
  • The "Ukhta" refinery in the Komi Republic

Several major oil storage bases were also struck, including:

  • "Gerkon Plus" in Lipetsk Oblast
  • "Oskolneftesnab" in Belgorod Oblast
  • "Zhutovskaya" in Volgograd Oblast
  • "Penzanefteprodukt" in Penza Oblast
  • "Khokholskaya" in Voronezh Oblast

Other critical energy infrastructure hit in the campaign includes:

  • The "Almetyevskaya" oil preparation unit in the Republic of Tatarstan
  • Drilling rigs operated by "Lukoil" corporation in the Caspian Sea
  • The "Tamannettegaz" oil terminal in Krasnodar Krai
  • The "Neftegorsky" gas processing plant in Samara Oblast

This sustained series of attacks demonstrates a deliberate Ukrainian strategy to undermine a cornerstone of the Russian economy. The oil and gas sector is a primary source of revenue for the Russian state, directly financing its war effort.
