Financial Incentives for Growing Cotton

According to Мін. Економіки: Starting June 10, 2026, farmers can submit applications through the State Agrarian Register for financial aid to grow cotton. Those operating in the Odesa, Mykolaiv, and Kherson regions are eligible for up to 10,000 UAH per hectare. The application window remains open until July 10, 2026.

This initiative aims to boost domestic cotton production, a crop with growing strategic importance for Ukraine. By offering direct financial incentives, the government hopes to encourage more farmers to adopt cotton farming, especially in southern regions where soil and climate conditions are favorable.

Program Requirements

To qualify, applicants must submit two certificates:

• First, a signed document from a legal entity or individual entrepreneur confirming the results of cotton sowing for the current year's harvest.
• Second, a certificate from the State Tax Service proving no outstanding tax debts.

Importantly, this assistance does not need to be repaid.

This support program is part of broader state efforts to strengthen the agricultural sector, particularly by expanding cotton production in Ukraine. Regions like Odesa, Mykolaiv, and Kherson hold significant potential for increasing output of this crop, and government backing could drive investment in modern techniques and higher yields.

The program is expected to enhance the competitiveness of Ukrainian cotton in both domestic and international markets.

In addition to the financial support for cotton cultivation, farmers can also explore interest-free loan options that are now available for agricultural development. These loans, which can reach up to 1 million UAH, provide further financial flexibility, allowing farmers to invest in necessary resources and technologies to enhance their productivity and sustainability.
