Ukrzaliznytsia has changed the rules for transporting animals on trains: complete list

According to hvylya.net: Ukrzaliznytsia announced changes to the rules for transporting animals. Now large dogs can travel in all types of carriages in Ukraine if their owners purchase all seats in one row. Service dogs of military personnel can travel for free in any carriage, but must be muzzled and on a leash.
Small animals, such as cats and small breed dogs, can be in the cabin without a carrier if their owners purchase all seats. Passengers must have veterinary documents, a ticket for the animal, a leash, and a muzzle.
These changes are already in effect in Ukraine, and compliance with the new rules is mandatory for 'Ukrzaliznytsia.'
