Cardinal Matteo Zuppi Becomes First Foreign Envoy Allowed to Visit Ukrainian POWs Since War Began
Foreign Envoy Granted Access to Ukrainian Prisoners of War
According to Рубрика — Суспільство: For the first time since the full-scale invasion began, Ukrainian prisoners of war have been visited by an international representative: Cardinal Matteo Zuppi, the special envoy of Pope Leo XIV. This unprecedented access was secured following a meeting between Dmitry Lubinets, Ukraine’s Parliamentary Commissioner for Human Rights, and Yana Lantratova, the Russian human rights commissioner. Their discussion also covered potential steps toward the release of Ukrainian detainees.
Lubinets emphasized the significance of this development, stating:
“This marks the first occasion since the war started that our soldiers were physically visited by a foreign envoy - the special envoy of Pope Leo XIV, Cardinal Matteo Zuppi.”
Current Conditions and Detention Sites for Ukrainian POWs
Russia currently operates over 300 detention facilities holding Ukrainian military captives. These include:
- Pretrial detention centers
- Prisons
- Correctional colonies
These sites are scattered across Russia, occupied Ukrainian territories, and Belarus. According to United Nations reports, more than 95% of Ukrainian POWs endure torture while in Russian custody. Previously, neither human rights groups nor the Red Cross had access to these locations, raising deep concerns within the international community.
It is important to recognize that each prisoner exchange requires complex negotiations. The Russian Federation has shown reluctance to trade captured 'Azov' fighters and naval infantry but has expressed interest in exchanging conscripts and Chechen detainees. Lubinets expressed hope that the progress in gaining access to prisoners will continue:
“I hope this momentum is maintained. We will do everything possible to ensure all our citizens return home from Russian detention facilities.”
The issue of Ukrainian POWs remains a critical humanitarian concern demanding ongoing international scrutiny. Gaining access to detainees and facilitating prisoner swaps are vital factors that influence the humanitarian situation and the broader dynamics between Ukraine and Russia. Continued monitoring and assistance from global organizations are essential to prevent further human rights abuses.
As international efforts to address the plight of Ukrainian prisoners of war gain momentum, recent demonstrations, such as the rally in Paris by the families of the 115th Brigade, highlight the urgent need for increased pressure on Russia. These families are advocating for stronger actions to ensure the safe return of their loved ones, underscoring the critical nature of negotiations surrounding prisoner exchanges.
