The government is changing the rules for tour operators: what you need to know now

According to Міністерство Туризму: The government has changed the rules of the game for tour operators! They now must comply with new Licensing conditions that were updated on November 13, 2025. The changes were made in light of new legislation, considering amendments made in 2024.

Now tour operators have a clear form for submitting documents regarding the absence of control by aggressor countries, as well as standard forms of documents that must be submitted along with the application for obtaining a license. Additionally, the terms and definitions have been refined, especially regarding the adaptation of premises for people with disabilities and limited abilities.

This resolution will come into effect upon publication and will allow tour operators to provide their services in full compliance with the legislation.

As a result of the changes to the Licensing conditions for tour operators, most questions and requirements have become clearer and more unified, which will contribute to improving the quality of services in the tourism sector and protecting consumer rights.
