New Government Initiative Offers Financial Aid to Farmers for Fertilizer Purchases
Ukraine Unveils Fresh Agricultural Support Program
According to Главком: The Ukrainian government has launched a new initiative designed to assist farmers with the cost of domestically produced fertilizers. Under this program, agricultural producers can receive up to 1,000 hryvnias per hectare in non-repayable aid for complex mineral fertilizers, with a limit of 7 tons for every 100 hectares of land. Applications for this support must be submitted through the State Agrarian Register.
In addition, the government is expanding state funding for land reclamation projects. The maximum compensation for farmers and water-user organizations has been raised to over 30,000 hryvnias per hectare nationwide, and to more than 48,000 hryvnias per hectare in frontline regions.
We are also broadening state support for land reclamation. Farmers will be able to restore and modernize irrigation systems more quickly, and expand irrigated areas where they are most needed today. Starting in 2027, this support will be indexed annually.

Meanwhile, the government has begun modernizing irrigation systems in the Odesa region, a key step toward improving agricultural production conditions there. As part of the new support program, the first five agricultural producers from frontline areas have already received increased compensation covering 40% of the cost of Ukrainian-made farming machinery. Since the start of the year, small farmers have submitted applications totaling 1.1 billion hryvnias in aid under European programs, with payments expected within the next month.
However, Ukraine’s Ministry of Economy has declined to comment on new criteria for criticality and employee reservation at agricultural enterprises. This silence has raised concerns among farmers who are seeking stability and support amid ongoing challenges.
Outlook and Hurdles for the Agricultural Sector
The introduction of this new farmer support program reflects the Ukrainian government’s efforts to improve conditions for agriculture, especially given the current economic and security difficulties. While increased funding for fertilizer purchases and irrigation modernization could positively impact the sector, the lack of clear information from the ministry regarding new criteria has caused anxiety among farmers, who need stability and assistance during these trying times.
