A Plan to Address the Energy Emergency

According to ХВИЛЯ: On January 15, the Ukrainian government approved a comprehensive set of measures to address the severe energy crisis, appointing Denys Shmyhal to lead the effort and launching special coordination teams. This decisive action is a direct response to the widespread power outages, lasting 20-30 hours for many citizens, caused by relentless Russian attacks on critical infrastructure. The situation underscores the ongoing challenges Ukraine faces in maintaining basic services during the war.

Key Initiatives and Their Implementation

The new plan involves creating a national emergency headquarters, as well as a separate command for Kyiv and the surrounding region. In the capital, winter school holidays have been extended until February 1, 2026. Nationwide, over 10,000 'Invincibility Points' have been deployed, with more than 1,200 in Kyiv, providing heat, independent power, and stable communications. A reserve of 3,300 additional points can be activated within 24 hours if needed.

To reduce electricity consumption, regions have been instructed to limit external lighting on buildings and advertisements. President Volodymyr Zelenskyy has instituted daily coordination meetings to enable a rapid response to emerging issues. In a significant move to aid civilians, people will now be allowed to stay in shopping and entertainment centers without special passes, facilitating access to essential services.

These steps are designed to mitigate the impact of the energy crisis triggered by military actions and ensure public safety under difficult conditions. The heightened focus on organizing support points and cutting power use highlights the severity of the situation and the government's urgent need to act in support of its citizens.
