The government approved quotas for medical cannabis: for the first time in the history of Ukraine
Approval of annual quotas for medical cannabis
According to ХВИЛЯ: The Cabinet of Ministers of Ukraine approved annual quotas for the production and import of narcotic drugs and psychotropic substances, including for the first time in the history of Ukraine limits on medical cannabis. This decision is an important step in regulating the use of medical cannabis in the country, which will ensure the needs of patients in treatment.
Limits on medical cannabis substances
In 2026, limits on substances based on medical cannabis were officially defined in Ukraine. To date, 6 substances based on medical cannabis have already been registered, and another 18 substances are in the registration process. This indicates the active development of the medical cannabis market in Ukraine and the growing interest in its use in medicine.
As of the end of 2025, 29,112 patients are receiving treatment under the replacement maintenance therapy program. The Ministry of Health notes that
“the increase in volumes and clear regulation is primarily caused by the state of war and the need for pain relief for soldiers with severe injuries.”
This underscores the importance of medical cannabis in the context of modern challenges and needs in Ukraine.
The quotas were calculated to cover the needs of medicine, science, and education. The import of raw materials for drug production and the use of cannabis in scientific activities are also included in the new regulatory mechanism. It is worth noting that combined drugs with a low content of codeine are not subject to quotas, which may indicate the specificity of regulation in this area.
The introduction of quotas for medical cannabis in Ukraine reflects a change in approaches to treating patients with chronic pain and severe injuries, especially in wartime conditions. This may also contribute to the development of the pharmaceutical market and increase the availability of new therapeutic agents for the population. As the regulation of medical cannabis continues to improve, it is important to monitor the further development of this area to ensure the most effective treatment for patients.
