These changes categorize alerts into yellow and red levels, enabling both public authorities and businesses to adjust their operations accordingly. Notably, this update includes reducing the curfew in Kyiv from 1:00 AM to 5:00 AM, reflecting a strategic shift in security measures.

Safety Measures Based on Alert Levels

Under the new system, when a yellow alert is issued:

• Train services will continue as scheduled;
• Passenger boarding and disembarking will proceed without restrictions.

However, during a red alert:

• Passenger boarding and train departures will be suspended;
• Individuals will be directed to seek shelter immediately.

“Ukrzaliznytsia will have the ability to quickly limit train movement and disperse both rolling stock and passengers to prevent crowding,” stated Serhiy Koretskyi.

Additionally, the Cabinet of Ministers has mandated enhanced security at railway stations. The Ministry of Internal Affairs and the National Police will increase their presence to safeguard passengers and oversee evacuations during air raid warnings. Ukrzaliznytsia, in partnership with regional military administrations and local communities, is tasked with expanding access to shelters within stations and surrounding areas.

To improve coordination, it is recommended that urban public transportation schedules be aligned more closely with train timetables, particularly during nighttime hours. Serhiy Koretskyi emphasized the urgent need to deploy mobile shelters swiftly, ensuring people have safe refuge during emergencies. Furthermore, an automated system will be implemented to receive real-time alert level updates, facilitating prompt decision-making and enhancing overall safety for rail passengers and station visitors.
