When the threat level is yellow, trains will operate on schedule, allowing passengers to board and disembark without any restrictions. However, at a red threat level, passenger boarding and train departures will be temporarily halted to facilitate safe sheltering. This approach is the result of coordinated efforts involving Ukrzaliznytsia, regional military administrations (OVA), local communities, and law enforcement agencies.

Prioritizing Safety Through Rapid Response

Prime Minister Serhiy Koretsky emphasized the critical need for swift adjustments to evolving circumstances. He stated:

"It is essential that Ukrzaliznytsia can promptly restrict train movements and disperse both rolling stock and passengers to prevent crowding."

This strategy is designed to protect travelers during periods of air alert.

In addition, Ukrzaliznytsia, together with OVAs and communities, will increase access to shelters at stations and railway hubs. Koretsky also highlighted the importance of implementing automated systems for real-time threat level updates, allowing for immediate decision-making.

"Instructions have been issued to the Ministry of Infrastructure and the State Emergency Service. Furthermore, the Ministry of Internal Affairs and National Police will enhance security at stations and support evacuation procedures."

As part of these changes, regional authorities are tasked with aligning urban transport schedules with train timetables, especially overnight. They are also urged to expedite the deployment of mobile shelters to ensure residents have accessible safety options during emergencies.

In Kyiv, Mayor Vitali Klitschko reported that the Syretsko-Pecherska metro line will operate without restrictions during yellow threat levels. During red alerts, however, the green metro line will run only between the stations 'Syrets' and 'Vydubychi', and between 'Slavutych' and 'Chervony Khutir'. These measures aim to safeguard the public and reduce risks amid heightened security concerns.
