Ukraine's Long-Term Blueprint for Low-Carbon Growth

According to Главком: Ukraine's Cabinet of Ministers has officially adopted a Long-Term Low-Carbon Development Strategy targeting 2050, setting the country on a course toward climate neutrality. A key interim milestone has been set for 2035. The primary objective is to align the national economy with evolving climate conditions and European benchmarks, notably the Carbon Border Adjustment Mechanism (CBAM).

Projections indicate that by 2035, Ukraine's GDP will increase by 2.1%, while the energy intensity of the economy will more than halve. The strategy also calls for expanding distributed generation capacity to over 4 GW and creating new jobs in sectors such as biomethane, hydrogen production, and carbon capture technologies. To achieve these targets, the plan introduces innovative transformation tools.

Implementation Tools for the Strategy

The strategy outlines several key instruments to drive its implementation:

  • Installing solar and wind power plants at industrial sites;
  • Phasing out coal and gas in favor of electrification and green hydrogen in the metallurgical and chemical industries;
  • Upgrading equipment;
  • Adopting circular economy principles and energy management systems that enable real-time consumption monitoring.

The document was developed with input from over 20 national and international experts from the Institute for Economics and Forecasting of the National Academy of Sciences of Ukraine, supported by the UNDP. As Oleksandr Krasnolutskyi emphasized:

In April, the Cabinet also approved a program to boost biomethane production through 2035, further underscoring the country's commitment to sustainable development and emission reductions. Using secondary raw materials can require 70-90% less energy than primary processing, aligning with the strategy's goals.

The adoption of this Long-Term Low-Carbon Development Strategy marks a significant step for Ukraine within the global fight against climate change. It reflects the nation's ambition to integrate into the European economic sphere and meet modern environmental standards, which could attract investment and spur new technologies. Importantly, the country is not only setting ambitious targets but also crafting concrete measures to achieve them, potentially benefiting both the economy and the region's environmental health.

This aligns with the recent strategic plan aimed at industrial development through critical minerals, which emphasizes sustainable practices and high-value production.
