Ukraine's Government Launches Energy Task Force to Aid Citizens During Blackouts

Deputy Prime Minister for Restoration Oleksiy Kubra and Energy Minister Denys Shmyhal led the discussions, which focused on critical steps to support the power grid and assist the population during blackouts. This initiative has gained urgency following a series of massive assaults on Ukraine's energy facilities.
The task force's agenda included reviewing the nationwide curfew, a measure implemented under President Volodymyr Zelenskyy's directive. Oleksiy Kubra clarified that
"the curfew regime is not being canceled and is not currently under review,"
a decision underscoring the continued priority of national security during the crisis.
System Audit and Grid Support
A nationwide audit is currently underway, with over 10,000 'Invincibility Points'-designated support centers-already inspected. This is a crucial step for ensuring the stability of the energy system. Key criteria for these resilience hubs include:
- 24/7 operational capability
- Availability of robust backup power generation
- Stocks of drinking water
Mechanisms to support 'Invincibility Points' based in private facilities were also discussed, a strategy aimed at providing citizens with essential resources during power outages.
Kyiv has been operating under emergency power outage schedules since January 9th, a direct result of a large-scale attack on January 13th that targeted a DTEK thermal power plant. The government continues to develop strategies to support people through the energy crisis, including by activating these resilience hubs and closely monitoring energy infrastructure. These Russian strikes are part of a broader campaign to cripple Ukraine's civilian infrastructure during the winter.
