This reform, established by Cabinet Resolution No. 305, took effect in March 2026 and applies to citizens planning to build residential properties up to 200 square meters in area and no more than two stories high. This move is part of a broader effort to modernize the country's construction sector and reduce bureaucratic hurdles for homeowners.
To cut through red tape, the requirement for formal building passports has been eliminated for small-scale architectural projects. Instead, a new document called a 'site development intent scheme' has been introduced, which must be prepared by a licensed architect or engineer. This scheme must include:
- The precise coordinates of the building;
- Visualizations of the proposed facades;
- Planned connection points to utility networks.

Tougher Environmental and Neighbor Protections
A key component of the reform is the strengthening of environmental and neighborly rights protections. Manipulations of the landscape that could cause flooding of adjacent plots or generate excessive noise are also prohibited. Legal professionals advise property owners to obtain and document their neighbors' consent in writing, even for installing simple gazebos or laying garden paths.
Furthermore, the industry is undergoing digitalization, with all information being integrated into a nationwide electronic database. This allows relevant authorities to monitor all stages of construction work online. Specialists emphasize that
