Restoration Costs for Odessa’s City Hospital No.1 Surgical Pavilion Surge to 369.1 Million UAH Amid Inflation and Additional Repairs
Витрати на відновлення хірургічного павільйону Одеської міської лікарні №1 зросли до 369,1 мільйона гривень через інфляцію та необхідність додаткових ремонтних робіт.

Overhaul of the Surgical Pavilion at Odessa’s City Clinical Hospital No.1

According to Рубрика — Суспільство: The renovation budget for the surgical pavilion of Odessa’s City Clinical Hospital No.1, historically known as the Jewish Hospital, has nearly doubled-from 174.4 million to 369.1 million Ukrainian hryvnias. This sharp increase is attributed to the discovery of further structural defects, inflationary pressures, and rising expenses for medical equipment. The restoration is part of Ukraine’s Recovery Program, supported by the European Investment Bank. The project is slated for completion by the end of 2027, although final timelines will depend heavily on available funding.

Constructed around 1900, the surgical pavilion is recognized as a locally significant architectural monument. Originally, the restoration was estimated to cost 174.4 million UAH. However, after uncovering additional construction flaws, the estimate rose to 209.9 million UAH. In July 2026, the city council approved the updated budget of 369.1 million UAH, which includes a 67.8 million UAH increase specifically related to more expensive medical equipment than initially planned.

Project Progress and Financial Overview

Between 2025 and 2026, nearly 49.2 million UAH was allocated to the project. Progress so far includes structural reinforcements, facade and roof restoration, window installations, and upgrades to engineering systems. Upon completion, the pavilion will house five operating rooms equipped with seven surgical tables, significantly enhancing medical capacity.

The construction contract valued at approximately 168 million UAH was awarded to "Eksterier-Design." However, the State Audit Service identified irregularities during the tender evaluation. Despite this, the Commercial Court found no evidence of inflated costs and rejected claims to annul the contract. This project is registered in Odessa’s Unified Project Portfolio and is tracked within the national DREAM system. The public investment monitoring is conducted by the civic group "Window of Recovery."

Renovating the surgical pavilion represents a crucial step in modernizing Odessa’s healthcare infrastructure, addressing the urgent need for advanced medical equipment and improved patient care conditions. Given the escalating costs, securing adequate financing is essential to maintain the project’s schedule. Additionally, ongoing plans to refurbish other healthcare facilities in the city require continued attention from local authorities and investors to guarantee high-quality medical services for residents.

The ongoing efforts to enhance healthcare facilities in Ukraine are evident in various projects, such as the transformation of the former therapeutic ward in Berezivka into housing for displaced residents. This initiative, aimed at providing shelter for 80 individuals by 2026, highlights the broader commitment to recovery and support for communities affected by the ongoing crisis.
