UK Ends Migrant Exchange Agreement with France

According to Укрінформ — Мігранти: The United Kingdom has announced its decision to discontinue the migrant exchange agreement with France based on a 'one-in, one-out' principle. This move comes after both countries failed to reach a consensus on extending the pact originally signed in July 2025. While the agreement was initially set to expire in April 2026, it was extended until October 1, 2026. However, on September 30, 2026, the UK Home Office declared that it would no longer accept new cases under this program.

Ongoing Negotiations and Migration Policy Impact

French authorities are currently in talks with their British counterparts to negotiate the terms for exiting the agreement. In the coming weeks, flights are expected to be arranged to return migrants who arrived via small boats across the English Channel. Notably, the number of illegal Channel crossings by boat dropped by over 40% in 2026 compared to 2025.

According to an Ipsos survey published on September 29, 2026, immigration ranks as the top concern for 44% of Britons. Economic conditions and inflation followed, cited by 29% and 27% of respondents respectively. The bilateral deal between the UK and France had been a key measure aimed at curbing illegal migration flows.

The UK's withdrawal from the agreement is expected to significantly influence future migration and border control strategies for both nations. While the reduction in illegal crossings signals some progress, the ongoing intense negotiations highlight that managing migration remains a critical challenge. In response to public demand for lower immigration levels, UK officials are likely to pursue alternative solutions to address this issue independent of the French partnership.

For English-speaking audiences, this development marks a pivotal moment in UK-France cooperation on migration amid broader European challenges surrounding border security and asylum policies.
