Ukrainian Parliament Enables 10th and 11th Graders to Finish School Despite Institutional Status Changes
Education Reform Law №15082-d in Ukraine
According to Рубрика — Суспільство: The Verkhovna Rada of Ukraine has passed law №15082-d, granting students in grades 10 and 11 the right to complete their studies at their current schools even if the institution undergoes a status change. This legislation aims to oversee the process of obtaining a full secondary education for students enrolled in the two-year senior high school during the 2026/2027 academic year. Notably, learners will be able to receive their education certificates even if their school shifts from being classified as a lyceum to a gymnasium.
The bill received the support of 265 members of parliament. As highlighted by Serhiy Babak,
"This law is straightforward. It ensures that students can finish their education at the school they currently attend in grades 10 and 11, regardless of whether the school's status changes-from lyceum to gymnasium or any other type." Serhiy Babak
Implementation Details of the Law
Following the enactment of this law, the Ministry of Education and Science of Ukraine has introduced a temporary procedure for issuing or reissuing licenses to schools undergoing reorganization or conversion into gymnasiums. The timeline for rolling out the specialized secondary education reform remains unchanged. Starting September 1, 2027, 10th graders in the New Ukrainian School system will follow a three-year model spanning grades 10 to 12, aligning with updated educational standards.
Lyceums piloting specialized secondary education from September 1, 2026, will continue operating under their existing formats. Consequently, the adoption of law №15082-d guarantees a smooth and uninterrupted completion of studies for senior students, even when their schools experience status transformations.
This legislation marks a crucial step in maintaining educational stability amid ongoing reforms. By addressing uncertainties linked to changes in school classifications, it protects students from potential disruptions and ensures equal access to education under the new framework. Ultimately, this measure allows learners to graduate without additional obstacles, supporting their right to quality education in line with contemporary standards.
