According to the new timeline, the mandatory rollout of the eExcise system will occur on July 1, 2027, with all active economic operators required to register between January 1 and April 1, 2027. Additionally, the validity period for products bearing paper excise stamps has been extended until December 31, 2028.
The bill was passed in the second reading with 252 members of parliament voting in favor and 8 opposing, following initial support from 259 MPs in the first reading. Previously, voluntary registration for market participants was scheduled to begin on October 12, 2026. However, the new legislation adjusts the deadlines and process for registration.
Scope and Objectives of the eExcise System
The eExcise requirements will encompass the entire supply chain, including:
- Producers
- Importers
- Distributors
- Logistics companies
- Retailers
A primary goal of implementing eExcise is to create a level playing field for legitimate businesses and ensure consistent revenue streams for the state budget.
“Following presidential approval, businesses will gain extra time to thoroughly integrate accounting systems, prepare workflows, and conduct testing in a Sandbox environment.”

The mandatory eExcise launch set for July 1, 2027, provides companies with additional preparation time. Registration of economic operators in the system will take place from January 1 to April 1, 2027, allowing all market participants to adjust to the updated requirements. This rollout marks a significant step toward modernizing excise goods control across Ukraine.
The eExcise system rollout forms part of Ukraine’s broader strategy to reform the tax framework and combat the shadow economy. Digitalizing excise product accounting is expected to substantially reduce tax evasion opportunities and promote market legalization. Overall, the adoption of this law is anticipated to strengthen the national economy by securing stable budget revenues.
As the implementation of the eExcise system approaches, businesses will benefit from a newly enhanced sandbox testing environment designed to ensure secure scenario validation. This preparation phase is crucial for operators to align their systems with the upcoming regulations and mitigate potential disruptions.
