Legislation on the Division of Powers

According to Кулеба: Ukraine's parliament, the Verkhovna Rada, has given initial approval to draft law No. 14412, which aims to clearly define the powers and responsibilities of different levels of public administration. This legislative step is a key requirement under indicator 9.3 of the EU's Ukraine Facility program, a major financial support mechanism for the country. The bill, titled 'On the Principles of Delineation and Distribution of Powers Between Levels of Public Administration,' will now move to a stage of detailed refinement and coordination of specific competencies.

Drafted by the Ministry for Communities, Territories and Infrastructure Development, the legislation is founded on the principle of subsidiarity, meaning decisions should be made at the level closest to citizens. It establishes clear rules for distributing powers, defines the various tiers of government and their accountability, and sets understandable criteria for who is responsible for what. The bill also regulates the delegation of authority to local communities and creates mechanisms for coordination between different levels of government.

Consultations and Implementation

The Ministry's proposals on these matters are currently under review by the European Commission.
