The World Bank will assess Ukraine's losses over 4 years of war: what the new report will take into account

According to Міністерство інфраструктури: Deputy Prime Minister Oleksii Kuleba announced the start of work on the Fifth Rapid Damage and Needs Assessment (RDNA5) for Ukraine. As of December 2025, the scale of destruction continues to grow, with frontline territories being particularly affected. RDNA5 will be updated in February 2026 and will take into account priority areas for recovery.
As part of RDNA5, an assessment will be conducted of the most affected sectors, such as housing and transportation, to plan for further recovery. The Ministry of Development coordinates the preparation of the report from the Government to ensure effective cooperation with international partners.
Oleksii Kuleba emphasized: 'RDNA5 is our economic compass in the storm, which will allow us to plan comprehensive recovery for Ukraine and ensure sustainable and European reconstruction.'
