One-Time Financial Assistance for Ukrainian Military Personnel in 2026

According to ХВИЛЯ: Ukrainian Armed Forces (ZSU) personnel will be eligible for a one-time financial assistance payment in 2026, intended to help address social and domestic needs. The provision of this payment is governed by the directive of the Minister of Defense, No. 38/ud, dated January 4, 2026. The amount of assistance is equal to the servicemember's full monthly monetary allowance on the day the relevant order is signed. This support measure is part of ongoing efforts to aid those serving during a period of national defense.

Eligibility Criteria for Assistance

The payment will be granted based on specific qualifying circumstances. Funds can be received in cases where a servicemember:

  • has sustained a disability due to a wound or concussion received while defending the country;
  • belongs to a family in special circumstances, including those of prisoners (excluding those who surrendered voluntarily), hostages, or individuals missing in action;
  • lost close relatives (spouse, children, parents) in 2026 or in December 2025;
  • has undergone prolonged treatment (over 30 consecutive days) for wounds, oncological diseases, severe illnesses (tuberculosis, HIV/AIDS, hepatitis B or C), or injuries sustained while performing duties during the period of martial law.

To apply for the one-time payment, a servicemember must submit a report to their immediate commander. The report must be accompanied by documents confirming the basis for receiving assistance, such as medical extracts (Form No. 027/o), birth or death certificates, decisions of the military medical commission, etc. The payment is made after the issuance of the relevant order within the budgetary funds of the unit. Funds can be received only once per year for one of the stated reasons.

The introduction of one-time financial assistance for ZSU personnel in 2026 represents a significant step in supporting the social and domestic needs of military personnel and their families.

This initiative aims to alleviate the financial hardships that servicemembers and their loved ones may face, considering the risks associated with their duties. Given the ongoing situation in Ukraine, such measures can be critically important for maintaining troop morale and operational readiness.
