• The first is that Russians form a unique civilization for which democracy is inherently unsuitable.
• The second is that Ukrainians are simply Russians who happen to speak with a different accent.

If "Russians with an accent" can successfully embrace democratic governance, McFaul explained, then Putin's entire ideological framework collapses.

McFaul's comments come as multiple surveys point to a deepening evolution in Ukrainian civic identity. Data released by KIIS show that, since 2022, an average of 80% of people living in Ukraine now name their Ukrainian citizenship as their primary identity-evidence of a growing national consciousness.

A separate poll conducted by Rating found even more striking trends:

• 79% of respondents support Ukraine's accession to the European Union,
• and 63% want the country to join NATO.

Asked how they would vote in a referendum on EU membership, 70% said they would choose to join.
