Ukraine transitions to new Euroconstruction standards: what will change by 2028

Implementation of Eurocodes in Ukraine

According to Міністерство інфраструктури: Ukraine is actively preparing for the implementation of Eurocodes – modern European standards for the design of buildings and engineering structures. This is an important step towards the country's integration into the European Union under the Association Agreement.

The European Committee for Standardization is currently finalizing the work on the second generation of Eurocodes. They are expected to be published by March 30, 2026, and the first generation standards will be annulled no later than March 31, 2028. This means that Ukraine, along with other participating countries, will need to implement new standards on time.

“The transition to Eurocodes is not just about fulfilling Eurointegration commitments. It is a step towards modern practices in construction engineering that allow for the design of reliable, durable structures – for residential buildings, industrial facilities, and key infrastructure. This is the standard that Europe works by today and which we need for quality reconstruction,” emphasized Natalia Kozlovska, Deputy Minister of Community and Territory Development of Ukraine.

The State Agency for Community Development is already actively working on the conditions for a full transition to Eurocodes, including assessing the readiness of Ukrainian designers for this change.

The Ministry, together with the Association of the Ukrainian Center for Steel Construction and the LLC Ukrainian Institute of Steel Structures named after V.M. Shimanovskiy, conducted a survey of specialists on the practical use of Eurocodes. The survey results will help clarify actions regarding the implementation of new standards.

The Ministry continues to work on harmonizing Ukrainian standards with EU standards and involving professionals to form a new technical architecture.
