According to ХВИЛЯ: The European Commission has conceded that Ukraine cannot join the European Union by 2027 under the bloc's existing enlargement framework, which was designed for peacetime and now requires revision. EU Commissioner for Enlargement, Márta Kovács, made this statement during a 'Ukrainian Lunch' event in Munich. She explained that the EU's current regulatory framework does not allow Ukraine to complete the necessary accession tasks within such a short timeframe. This admission highlights the significant gap between the EU's established procedures and the urgent geopolitical reality following Russia's full-scale invasion.

Kovács stressed that the methodology currently in use is intended for situations where candidate countries have ample time to implement all required reforms. She cited Sweden as an example, which was the most developed nation at the time of its application but still required three years to join. Based on the present methodology, Kovács asserts that Ukraine's accession by January 1, 2027, is impossible, and she emphasized the urgent need to find solutions to bridge the gap between the current rules and today's geopolitical challenges.
