Changes in financial conditions for vehicle owners

According to ХВИЛЯ: Starting January 1, 2026, financial conditions for vehicle owners in Ukraine will change during the first registration. The new rules include changes to the collection rates for the Pension Fund, which depend on the value of the vehicle. Vehicle owners should pay attention to the new rates, which may significantly impact their budget.

New collection rates

According to the new conditions, the collection rate will be:

  • 3% if the vehicle's value does not exceed 549,120 hryvnias;
  • 4% if the vehicle's value ranges from 549,120 to 965,120 hryvnias;
  • 5% if the vehicle's value exceeds 965,120 hryvnias.

It is important to note that electric vehicles are exempt from the collection during the first registration. This innovation may encourage citizens to purchase environmentally friendly transport and reduce registration costs for such vehicles. The changes in collection rates are planned to optimize financial revenues to the Pension Fund and improve conditions for vehicle owners in Ukraine.
