According to ХВИЛЯ: Starting from January 1, 2026, the rules for conscription booking in Ukraine will change, in particular, the financial criteria for booking military liable employees will be tightened. According to the new norms, the minimum wage will increase to 8647 UAH, which will affect the booking conditions.

The salary filter that determines who can be booked will set a new threshold for private businesses at 21617.50 UAH. This indicates an increase in the requirements for the income level of employees who can apply for booking. In December 2025, the booking threshold was 20000 UAH, which indicates a gradual increase in financial criteria.

Impact of new rules on enterprises

Moreover, in December 2025, enterprises with critical importance status were allowed to book 100% of their personnel, which can significantly impact the functioning of such organizations. At the same time, employees who are wanted are given 45 days to resolve issues with military accounting, which is another important change in the booking system.

The Ministry of Economy also reduced the verification period for booking lists to 72 hours, which should simplify the procedure for enterprises wishing to utilize the new booking rules. These changes can significantly affect the labor market and mobilization processes in Ukraine, increasing the responsibility of enterprises for their employees.
