Germany rewrites e-scooter rules

According to УНІАН — Туризм: As of 2027, Germany is introducing revised requirements for e-scooters. Newly manufactured models will have to come with turn signals, while penalties for rule-breaking are going up. Owners of e-scooters bought before the changes won't need to add indicators later. From 1 March 2027, e-scooters will in most cases be treated like bicycles, which also means they may use the green turn arrow reserved for cyclists.

What the new law changes

Under the upcoming rules, e-scooters will still be allowed on pavements and in pedestrian zones, but only at walking pace and with extra care. Fines will be stiffer as well:

• illegal pavement riding: the fine rises from €15 to €25;
• riding double: the fine rises from €5 to €25.

Municipalities will be empowered to set up mandatory parking zones for rental scooters, and rental operators will carry greater liability for damage after crashes. This tightening follows a report from BILD.

These scooter rule updates, along with everyday cultural differences, are attracting attention among people planning to use these vehicles in the near future.

The revised framework reflects how widely e-scooters are now used in Germany and the need to make roads safer. Requiring indicators on new models and raising fines could encourage safer riding behaviour and help cut accidents. More broadly, the move is a step toward integrating e-scooters into mainstream traffic, which should make the environment safer and more convenient for everyone on the road.
