From December 25, 2025: ID card and international passport can be issued simultaneously
New procedure for document issuance
From December 25, 2025, a new procedure takes effect, allowing for the simultaneous issuance of an ID card and an international passport. This step, approved by the Cabinet of Ministers of Ukraine Resolution No. 1709, will simplify the process of obtaining necessary documents for citizens.
Now, documents for issuance can be submitted to the units of the State Migration Service, Administrative Services Centers, or 'Passport Service' centers both in Ukraine and abroad. This will provide convenience for those planning to travel or needing documents abroad.
Processing times and fees
The processing time for international passports abroad will take up to three months. For the simultaneous issuance of an ID card and an international passport, citizens must pay an administrative fee, the amount of which varies depending on the urgency of issuance and the number of passports.
