Ukraine has signed 28 security agreements: what they mean in practice

President of Ukraine Volodymyr Zelensky personally signed security agreements aimed at improving interaction and establishing the foundation for a joint security architecture.

The Ministry of Defense of Ukraine has clarified the terms of bilateral agreements on cooperation in the field of security, which our country began signing with foreign partners starting in 2024. As of November 2025, Ukraine has already concluded 28 such agreements stemming from the G7 Declaration on security guarantees adopted at the NATO summit in Vilnius in 2023. This information was reported by the news resource 'Glavcom', citing the Ministry of Defense.

Countries with which agreements have been concluded

Among the signatories of the security agreements are the United Kingdom, Germany, France, Denmark, Canada, Italy, the Netherlands, and other countries. Additionally, an agreement was signed with the European Union, which includes 27 member states.

Main terms of the agreements (for 10 years)

All signed bilateral agreements have a validity period of 10 years and define priority areas of cooperation in various fields, including military, political, financial, and humanitarian spheres.

These agreements form the basis of a new collective security system in Europe, aimed at preventing aggression and ensuring stability for decades to come.

In addition, the Minister of Defense of Ukraine reported on the results of a meeting with a NATO delegation led by the U.S. Ambassador to NATO Matthew Vitaker, which took place on November 3.

During the meeting arranged with Matthew Vitaker, the Ukrainian Minister of Defense discussed the results of the signed agreements and emphasized the importance of Ukraine's partnership with foreign countries in the context of strengthening defense capabilities and the joint struggle for peace and stability in the region.
