Ukrainian men simplified the process of obtaining services at consulates abroad
Ukrainian men aged 18 to 60 no longer need to generate an electronic military registration document 72 hours before visiting the consulate. It is now sufficient to present the e-VOD, which remains valid at the time of application. The changes were announced by the Department of Consular Services of the Ministry of Foreign Affairs of Ukraine.
What document must Ukrainian men show at the consulate?
Men of conscription age must still have an electronic military registration document generated in the 'Reserv+' application. The consul will check its validity and the relevance of the information using the QR code.
Previously, the e-VOD had to be generated no earlier than 72 hours before the visit. Because of this, the document had to be updated just before the appointment. After this change, the date of its creation does not matter as long as the document is valid on the day of application.
The service may be denied if the man does not present the e-VOD, the document turns out to be invalid, or if the data in it requires updating. Another reason could be the absence of confirmation of the relevance of personal data.
The electronic military registration document will not be required in three cases:

when applying for a certificate of return to Ukraine;

for consular actions regarding children of Ukrainian citizens if the other parent is a foreigner or stateless person;

when dealing with Ukrainians abroad who have been detained, arrested, or deprived of their liberty.
How to update data without 'Reserv+'
The Ministry of Foreign Affairs and the Ministry of Defense plan to introduce the updating of military registration data through embassies and consulates by the end of 2026. This option will be necessary for Ukrainians who cannot authenticate in 'Reserv+'.
To update the information, a man will need to register with the consulate or update data at the diplomatic institution if he is already registered there.
A separate mechanism is provided for citizens without a registration number of the taxpayer account card. They will be able to personally contact the embassy or consulate and obtain a tax number through the 'e-Consul' system.
