Further Postponement of ETIAS Implementation

According to УНІАН — Туризм: The European Commission has announced yet another delay in the rollout of ETIAS, the electronic travel authorization system required for citizens of visa-exempt countries, including Ukraine. Originally slated for launch in 2021, the system's introduction was postponed due to the COVID-19 pandemic and technical complications. As of October 19, 2026, no updated launch date has been provided.

ETIAS was established by the Council of Europe in September 2018 to enhance border security and streamline travel within the EU. The authorization will cost €7 and remain valid for three years. The European Commission's Directorate-General had planned a launch in the last quarter of 2026, followed by a six-month transition period beginning around April 2027. However, the exact timeline remains uncertain.

Challenges Delaying ETIAS Deployment

The ETIAS launch has faced setbacks largely due to the integration with the Entry/Exit System (EES), which started being implemented on October 12, 2025, and became fully operational on April 10, 2026. During the summer of 2026, several EU countries temporarily suspended fingerprinting procedures at the busiest border crossings until early September to manage operational pressures.

The official ETIAS website confirms the system is not yet active and is not accepting applications. The launch date will be announced a few months prior to activation. Citizens from visa-exempt nations, including Ukrainians, are currently advised not to apply or pay any fees. When asked, the European Commission did not provide a revised schedule to SchengenVisaInfo, underscoring ongoing uncertainty about this critical travel authorization.

These delays highlight ongoing difficulties in implementing new entry systems across the EU and create unpredictability for travelers planning trips to EU countries. The postponement could impact travel arrangements and affect the EU's reputation for facilitating smooth border crossings for visa-exempt nationals. The lack of a clear launch date also points to the need for further improvements in the technical infrastructure that supports border security and control within the European Union.

The ongoing delays in the ETIAS implementation raise important questions about future travel requirements for Ukrainians. Starting in late 2026, travelers will need to obtain an ETIAS authorization at a fee of €20 to enjoy visa-free access to the EU.
