During the Forum "Safe Educational Environment in Wartime: Policies and Practices," Deputy Minister of Internal Affairs of Ukraine Kateryna Pavlichenko noted that a comprehensive approach is needed to protect children in schools, which unites personnel, processes, and technical support.

She pointed out that the Ministry of Internal Affairs and the National Police are actively developing the Educational Safety Service (ESS): currently, 1778 ESS officers are working in schools, conducting preventive measures and responding to situations. Where there is no ESS officer, juvenile police officers and community police officers operate.

Technical Solutions for Safety in Schools

Kateryna Pavlichenko emphasized that technical solutions are important for ensuring safety in schools, such as controlled entry, video surveillance, metal detectors, panic buttons, and shelters. These requirements have already been partially taken into account in the new Law on Strengthening Safety in Educational Institutions, and currently, the Ministry of Internal Affairs and the Ministry of Education are working on by-laws.

“Despite the war, we must shape a modern safety culture. Because all these measures have a single goal – to protect children,” concluded Kateryna Pavlichenko.

The implementation of comprehensive measures and the use of technical innovations are important steps in improving safety in schools, where the primary goal is to protect children from potential dangers and threats.
